Relationships, not a single hierarchy
Five routes into the care economy

Home and community care
Operational relevance: align training and service design with the applicable framework; retain the distinction between public community points and private care facilities.
Ageing strategy to local action
Hanoi Resolution 80 is a thematically aligned local measure. This atlas does not claim that it legally derives from Directive 35. Its text identifies the Capital Law as a basis.
Prevention and the health system
Decision 1116 aligns with this health agenda. Its direct amendment target is the older Decision 1579/QĐ-TTg of 13 October 2020.
Broaden the economic agenda
These measures address different parts of ageing: household protection, social participation and economic policy. Their coexistence does not create one consolidated funding scheme.
Add international expertise
Strategic implication: propose defined partnerships in training, care delivery or evidence. Programme alignment must still become a funded, agreed project.
Duration and durability
Different clocks govern each policy
A programme endpoint is not an automatic legal expiry. A vision year is an ambition, not a guarantee of funding through that date.

Formalise care quality
Use the Law–Decree–Guidance sequence to review training and care protocols. This is an immediate operational application for care providers.

- Define care scope and clinical escalation.
- Document training and outcomes.
Evaluate a Hanoi project
Resolution 80 warrants a project-specific eligibility review for a care facility. Assess a private facility and a public/community partnership as distinct models.
- Confirm the facility category.
- Verify local support rules.
- Price the site on unsubsidised economics first.
Give cooperation a defined purpose
Decision 1702 supports the rationale for Japanese expertise. A proposal should specify what the partner contributes and how results will be measured.

- Training and quality assurance.
- A clear delivery and funding agreement.
City delivery implications
The policy chain becomes tangible through places, actors and operating capacity—not through a single “eldercare facility”.
